Latency to your broker's server is what matters, not latency to your own city. Most retail brokers used in India terminate in London, New York, Frankfurt or Singapore. An Indian node does not shorten that leg.

Worth knowing first

Windows Server licensing is quoted separately and is not included in the published price. MT4 and MT5 also run under Wine on Linux, but broker support for that is inconsistent.
Uptime matters more than peak speed here. A terminal that stops for ten minutes during a news event costs more than three milliseconds of ping.

Which VPS size do I need for MetaTrader 4?
A 2 vCPU / 4 GB plan comfortably runs one or two MT4 terminals with normal chart counts. Move to 4 vCPU / 8 GB once you are running three or more terminals, a bridge, or expert advisors that hold large history buffers in memory.
Will an Indian VPS reduce my order execution latency?
Only if your broker's trade server is also in India, which is uncommon for retail Forex. Execution latency is dominated by the distance between the VPS and the broker's matching engine. An Indian node improves your own access to the machine and keeps it running around the clock; it does not shorten the leg to a London or Singapore server.
Can I run MT4 on a Linux VPS?
It is technically possible under Wine and some traders do it, but broker support and terminal stability vary. If MetaTrader is central to your income, use Windows Server and budget the licence.
Is a Forex VPS the same as an algo trading VPS?
